With a population approaching 100,000, there is a lot going on in our city!

That makes having a strong strategic vision and plan more important than ever.

We are pleased to present our 2025 Strategic Plan, which identifies five pillars with key goals and objectives for each. The plan helps us set priorities and guides our decision-making. It helps set the tone for all we do.

We, as a Council, are committed to ensuring Moncton is a city in which you are proud to live and work. A lot of thought, care, and consideration went into developing our Strategic Plan. Now the real work begins as we use this framework to help continue to build a vibrant and dynamic community.

Message from the CAO

The City of Moncton provides a wide range of services that directly impact residents’ daily lives, from snow clearing and garbage collection to recreation facilities, parks and trails, and streets and sidewalks.

The City’s Strategic Plan helps us prioritize projects and services and provides guidance not only on how to deliver them, but the overarching goals we want to achieve as a community.

The objectives set out in this plan help us develop our detailed work and action plans, set measurable goals, and track our progress.

We take our responsibility to residents seriously. Our commitment is right there in our mission: to work together to enhance the quality of life for all residents.

Purpose

The Strategic Plan is used to: 

Align municipal decisions

Municipal actions are guided by the priorities identified in this plan. City Council reviews the plan on a regular basis as new challenges and opportunities emerge. This ensures that we focus on the right priorities for our city. 

Provide direction for service areas work plans and budgets

The Strategic Plan guides service areas in the development of their work plans (strategies, actions, and initiatives) and alignment of their budgets to achieve City Council’s priorities. 

Monitor progress towards desired outcomes

The strategies, actions, and initiatives are monitored to measure success. Our performance is reported through indicators and targets in our annual Report to the Community.

Pillars and Actions

Moncton City Council has adopted five pillars within its Strategic Plan. These are at the centre of everything we do. They are the focus of our efforts and the foundation of our organization’s multi-year work plans.

A Green Community

To protect and enhance the environment

Reduce net greenhouse gas emissions and other forms of air pollution

  • Provide support to help Moncton residents make informed lifestyle decisions
  • Invest in active transportation strategies
  • Advocate for provincial regulations aimed at reducing carbon emissions
  • 🔵Mitigate other forms of pollution (e.g. noise, odor, dust)

Adapt to climate change

  • Support residents with the knowledge and tools to protect themselves from threats posed by climate change
  • Minimize the vulnerability of Moncton's infrastructure against flooding through proactive planning

Manage and enhance natural assets

  • Protect and enhance our surface water resources
  • Continue to increase Moncton’s net tree canopy
  • Support proper waste separation and disposal

To create, support, and advocate for a safe and inclusive community

Deliver effective protective services

Support and advocate for affordable housing

  • Invest in affordable housing options to meet community needs
